China's first recycling economy law is expected to be submitted to the National People's Congress (NPC) Standing Committee for deliberation in August next year, said an official with the NPC recently.
Sun Youhai, an official with the NPC Environmental and Resources Protection Committee, said at a forum on the growth of China's recycling economy development that the law will be hopefully issued by the end of 2007.
The draft law will be presented to the draft team for discussion in coming July, said Sun on Friday.
A law of guidelines is not adequate as the growth of recycling economy requires joint efforts of the government, enterprises and individual citizens, he acknowledged. It involves not only an issue related to enterprises but an issue concerning the consuming habit of individuals.
China is speeding up legislation on energy laws. The law of renewable energy was put into operation from this year. And the Energy Law, the constitution for all laws in the energy field, has started the process of soliciting public opinions in April.
