The director of Taiwan Affairs Office of the State Council, Chen Yunlin, met the EU's foreign policy chief Javier Solana in Brussels on Thursday.
"We talked about how the China-EU relationship will be based on friendship and trust, and how we can resolve a lot of problems in the future," said Chen.
His visit came just before US President George W. Bush arrived in Brussels for three days of talks with European leaders.
A possible European proposal to lift a 15 year-old arms embargo against China, a move opposed by Washington, is expected to be on the agenda.
