Three draft regulations were discussed Wednesday and ratified in
principle by the executive meeting of the State Council, with
Premier Wen Jiabao in the chair.
The three drafts concern the reporting, investigation and
handling of workplace accidents, hydrology and sailors.
The meeting stated that production safety is of key importance
to people's lives and property, and to the reform, development and
stability of the country.
The meeting called on governments at various levels to put
safety first and take preventive measures to ensure safety in
production.
The meeting also urged strict investigation of accidents and
people held accountable.
The draft regulation said accidents must be reported quickly,
accurately and completely, and no work unit or person can delay the
reports, make false reports or cover up accidents.
Regulation 2: the meeting stressed the important role of
hydrological work in the scientific distribution, utilization and
protection of water resources, and in the prevention of disasters
such as drought and floods as well as in disaster relief.
The draft regulation will bring hydrology issues into the center
of government policy-making, according to the meeting.
The third draft regulation is designed to enhance the management
of sailors, improve their skills and protect their legitimate
rights and interests. It is also aimed at ensuring water traffic
safety and protecting water environment.
The meeting said the regulations will be promulgated by the
State Council after further revision.
