Authorities in Yekaterinburg, Russia's fourth largest city, said the unorthodox campaign had already successfully targeted a debtor who owed the equivalent of 4,700 pounds in unpaid council tax or "communal payments" for the last four years, the Daily Telegraph reported.
A technical device called an "octopus" was introduced into the unnamed debtor's drains that cut off the water supply to his or her lavatory putting it out of use until the debt was cleared, they boasted.
The debtor apparently held out for five days before repaying the debt in full.

据英国《每日电讯报》报道,俄罗斯第四大城市叶卡捷琳堡政府宣称,政府通过非正统的方式已经成功拔掉一位欠税的“钉子户”,其4年来共欠4700英镑(约47862元)家庭税。
这次的策略被称作 “章鱼行动”,政府通过排水管道停止向逃税人家的厕所供水,直到他们付清欠款为止。
最后,这些欠税的人5天就坚持不下去了,只好乖乖把欠款付清。
