Bolivian President Evo Morales holds the new Bolivian Constitution while addresses supporters during the promulgation of the new Constitution in El Alto, Bolivia, on Feb. 7, 2009. Evo Morales and thousands of supporters celebrated Bolivia's new Constitution as it took effect on Saturday. Bolivia's new Constitution, the first approved in Bolivia by popular vote, would give more power to the country's indigenous majority, promote reform on agricultural land and allow President Evo Morales to seek re-election for another term. The Constitution was backed by more than 61 percent of voters in a Jan. 25 referendum. [Xinhua Photo]
