FIFA presidency candidate Mohammed Bin Hammam said on Sunday that he hoped FIFA, the world soccer governing body, would be more transparent and its decision-making process should involve more parties.

"Any decision, regardless of its importance, might be adopted by majority of (FIFA's) Executive Bureau which has 24 members," the Asian Football Confederation president told a joint press conference with Kuwait's sports chief Sheikh Talal Fahad Al-Sabah.

Hammam, FIFA incumbent president Joseph Sepp Blatter's rival in the upcoming presidency election, also said FIFA have allocated only small amount of cash to the development of soccer in small and developing countries.

The 61-year-old Qatari said FIFA should allow regional soccer associations to contribute to the development of the game.

Hammam and Blatter are the only two candidates for the upcoming FIFA presidential election in June 2011.

Sheikh Talal Al-Sabah said that Kuwait Football Association supports Hammam's candidacy and also called on other Gulf and Arab soccer federations to stand behind the Qatari.
