But the crucial point is enough to keep the Three Lions atop the group with one point clear of Ukraine and Montenegro and three clear of Poland.
England will take on Montenegro and Poland in October at Wembley in their last two games while Ukraine are home to Poland and at San Marino. Montenegro host Moldova after going to London.
The group winners qualify for next year's World Cup in Brazil, with the runner-up - so long as they do not have the worst record among the second-placed sides in the nine groups - going onto a playoff.
Roy Hodgson's side struggled during the whole match and survived a number of scares.
Ukraine had an early penalty appeal denied and gave the visitors several nervous moments on a tense night at the Olympic Stadium but England created no clear-cut chances in a game where Chelsea midfielder Frank Lampard won his 100th cap.
