From 5-1 down, Chen took her first World Championship title 9-7, including a seven-game winning streak.
Chen shouted and hugged with coach Pang Weiguo with tears after the victory.
"I've been waiting for this trophy for nine years, and was very close to it two times before," said Chen, "I was so nervous competing with Pan because she is such a great player. I've prepared enough for the toughest situation, that's why I could overcome the stress and clean the balls one by one."
Defending champion Han Yu of China beat Chou Chieh-Yu of Chinese Taipei 9-5 in the third-place playoff.
