Qingdao ranks 2nd in government service

Qingdao, a coastal city of Shandong Province, ranks second among Chinese cities in government services, according to the 2011 Government Service Index released on Nov. 23. Xiamen, a port city in Fujian, topped the list, and Hangzhou, the capital of Zhejiang Province, was the third. The report is based on surveys of 25,100 people and 3,200 enterprises in 32 Chinese cities dealing in health, education, transport, housing, cultural activities and so on. A city's GDP or economic development is not directly linked with people's satisfaction with the services of their local government, according to researchers who made the index. Researchers from Nanyang Technological University in Singapore and Shanghai Jiao Tong University collaborated to make the index.
