An investigation team says the visibility was good while the plane was trying to land.
But it appeared the plane lost speed before crashing.
The plane's flight data recorders have been found and will be analyzed by experts.
Meanwhile, Boeing has sent a team of technicians to provide technical assistance to Dutch safety officials.
Officials say the plane's documents have been checked and there were no problems concerning maintenance.
