Palestinian Prime Minister Salam Fayyad vowed that every single dollar received would be accounted for.
Salam Fayyad, Palestinian Prime Minister, said, "I am confident that the rebuilding of Gaza can begin within the next six weeks. I am equally confident that if so delivered, your assistance can and will be accounted for to the last dollar standing."
Fayyad asked for most of the aid to be funneled through his West Bank-based government.
The Prime Minister is already administering some 7.7 billion US dollars in foreign aid donated for the period 2008 to 2010. He has been sending 120 million US dollars to Gaza each month for the welfare and salaries of civil servants.
Other aid, such as for rebuilding homes, would go directly to the bank accounts of Gazans.
