A sudden surge of water in a river flowing across the border from the DPRK, left three South Koreans dead and three others missing on Sunday. South Korea says the DPRK's explanation is insufficient.
In response to Seoul's protest to the deadly flood, the DPRK said a sudden increase of water in its border dam prompted a massive discharge.
The DPRK promised to issue alerts in the future to prevent similar accidents from happening.
But South Korea expressed deep regret, saying that the DPRK's notice is not sufficient enough to convince the South Korea, and it made no mention of the loss of human lives.
