A draft resolution for sanctions on Iran has been agreed by the five permanent members of the Security Council.

The breakthrough came after a series of talks in New York that began in April. U.S. Secretary of State Hillary Clinton made the announcement while she was testifying at a Senate hearing.

Hillary Clinton, U.S. Secretary of State, said, "Today, I am pleased to announce to this committee we have reached agreement on a strong draft, with the cooperation of both Russia and China. We plan to circulate that draft resolution to the entire Security Council today. And let me say Mr. Chairman that I think this announcement is as convincing an answer to the efforts undertaken in Tehran over the last few days as any we could provide."

The UN Security Council met behind closed doors on Tuesday, to discuss a draft resolution on Iran. According to the Chinese Mission to the UN, the draft reflects a double track strategy.

It contains words on sanctions against Iran but also supports and encourages diplomatic efforts to solve the Iranian nuclear issue.

The five permanent members have agreed to give enough time for the 10 non-permanent security council members to review the draft resolution. It is expected to take up to three weeks for the Council to vote on the draft.
