How do you define low income, how do you quantify that? We are out in Beijing, asking people on the street, to get a sense of what they think is a low income in the city.

Ms. Huang said "I think a monthly salary below 1600 yuan can be considered low."

Mr. Cao said "I think 2000 yuan per month cannot be seen as a high salary."

Ms. Li said "I think less than 1000 yuan is low-income."

Mr. Chen said "Somewhere below 10 thousand yuan a month is low-income."

The answers are across the board. According to the latest figures, the average monthly salary in Beijing is 4-thousand yuan per month. How do people feel about that particular income level?"

Ms. Li said "I think 4000 yuan a month is just enough."

Mr. Chen said "Considering housing, medication, children's education, 4000 yuan a month is not enough when you take those items into account."

Ms. Huang said "I think 4000 yuan is a good salary. You can buy everything you want."

Mr. Cao said "If you own property, that is enough. But if not, that is not nearly enough."
