Shanghai mayor, Han Zheng says poor supervision in the local construction market is the main cause of the accident. He feels deep guilt and remorse over the incident.
The fire swept through the 28 story-building Monday last week after sparks from welding equipment set nylon construction netting and bamboo scaffolding alight.
Xu Jianguang, Director of Shanghai Health Bureau, said, "Among the 71 people injured in the fire, five have been discharged from hospital. Another six have recovered from critical situation."
The official says all survivors are now in stable condition and have been provided with psychological treatment.
Residents who escaped from the fire and are living in temporary shelters will be provided accommodations as long as necessary.
The city's mayor says that from now on, the day of the fire -- November 15th will be recognized as public safety day in Shanghai.
