The State Council has issued a plan for its green drive efforts during its 12th five year program. The blueprint requires local governments to strengthen relevant supervision, improve regulation, and popularize green technology.
The State Council has set the goal of reducing coal consumption per GDP by 16 percent from the 2010 level, and 32 percent of the 2005 level. The State Council says China will further the price reforms of resources, and implement progressive tariffs on power and water supply.
The State Council also demands local policies should be adjusted to curb exports of high energy consuming and high emission products.
