China's State Council's Information Office holds a news conference. Vice Chairman of the National Development and Reform Commission, Xie Zhenhua, speaks on China's policies and actions for addressing climate change.
Earlier on Tuesday, climate change ministers from Brazil, South Africa, India and China, also known as the BASIC countries, held their 13th Ministerial Meeting on Climate Change in Beijing. They called on the developed economies to raise their level of ambition to reduce green house gas emissions.

Xie said after the meeting that three major issues are involved in the second commitment of the Kyoto Protocal: its existence, length and ambition. He added the Kyoto Protocol remains a key component of the international climate regime, and that the second commitment period is the key deliverable for Doha.
The ministers issued a joint statement that the developed countries should take the lead and scale up ambition, not just in mitigation but also in adaptation, finance, technology transfer and capacity building.
