Maduro to be formally proclaimed winner

The Venezuelan government has announced that despite the opposition's demand for a total recount, Nicolas Maduro will be formally proclaimed winner of the presidency on Monday afternoon local time.

The state media has called on Venezuelans to attend the celebration rally in downtown Caracus after Maduro's narrow win in Sunday's vote. Opposition candidate Henrique Capriles has refused to accept the result, saying there were thousands of irregularities during polling and called for a recount.

Electoral officials said Maduro received around 50.7% of the votes compared to 49.1% for Capriles, with all ballots counted. The margin was about 235,000 votes out of 14.8 million.
