Bolivian Foreign Minister David Choquehuanca has denied rumors that U.S. whistleblower Edward Snowden was on the plane flying Bolivia's president out of Europe.

The plane was diverted to Vienna after France and Portugal refused to allow it entry into their airspace on suspicion that Snowden was on board.

Bolivian President Evo Morales was in Moscow attending a meeting of natural gas-producing nations. While there, he said Bolivia will consider granting Snowden asylum if he makes a request.
