The Zhubi Reef is part of the Nansha Islands within the South China Sea, Chinese territory defined by the countries nine-dotted lines, more commonly known as the Nine-Dash Line. The area covers the Xisha, Zhongsha and Nansha island groups and surrounding water of more than 2 million square kilometers.

This boundary was first officially published on a map in 1948 and has been included in subsequent maps issued after 1949. Countries near the South China Sea did not question this line until the 1970s, when rich oil reserves were discovered under its waters.
