Kosovo Prime Minister Hashim Thaci blamed corruption in Kosovo on the United Nations mission for its failure to reform the judiciary, reported the Serbian news agency Tanjug, citing the Friday edition of a Pristina daily, Koha Ditore.

Thaci said his government could do little in its battle against corruption so long as the judicial system operated under what he called the "UNMIK mentality."

The United Nations Interim Administration Mission in Kosovo (UNMIK) was established in 1999 to provide provisional institutions until the final status of the southern Serbian province was resolved. In 2008, Kosovo, with an ethnic Albanian majority, declared independence from Serbia unilaterally. Serbia is currently challenging the legality of this act at the International Court of Justice.

"Success in the fight against corruption can only be achieved when the judicial system is extensively reformed," Thaci said.

Thaci's remarks came after a meeting with Renzo David, head of the Liaison Office of the European Commission (EC) in Pristina, where David had reportedly urged Thaci to intensify the institutional battle against corruption.

David's 2009 EC report on Kosovo cited corruption as " widespread in many areas in Kosovo" and "a disturbing factor in Kosovo."
