Nearby the Taedong River that runs through the city, 40-storey skyscrapers have sprung up one after another, forming a new landscape for the city, the report said.
At night, neon lamps outside these high-rise buildings light up the streets. South Koreans recently visiting the DPRK say the lights are an indicator of big changes underway in the city.
According to the report, Pyongyang's most famous restaurant Okryu has received a renovation, while new entertainment facilities are popping up in downtown Pyongyang.
The South Korean paper said North Korean leader Kim Jong Un is promoting a policy of "More Opening Up."
A South Korean source familiar with the DPRK said it seems that DPRK officials are being evaluated on their current achievements; officials are beginning to put forth new development schemes or investment plans for foreign companies, which is 'really surprising' since such activity never occurred before last year, the report said.
