Based on the fundamental positioning of the new measures of opening up and the platform for the economic diplomacy, the Belt and Road Initiatives will inspire a new type of mechanism for regional cooperation, which can best reflect the ideas of "amity, sincerity, mutual benefit and inclusiveness". As an initiator of the construction of the Silk Road Economic Belt and the Maritime Silk Road, China should address a series of brand-new issues, including the relationships between government and enterprises, the central and local governments, and history and reality, so as to make good use of the relationships between current comparative advantage and the new ones as well as the cooperation between economic and non-economic sectors, and institutional and non-institutional fields.
