Most Web users thought Sun would be admitted to Fudan University, as exceptions for talented students are not uncommon in China.

"Is having a talented student a bad thing for Shaanxi?" Sun said.

If evaluation systems are not strict or transparent, too many students with disappointing gaokao results could end up being recommended by professors, according to Zheng Ruoling, an education expert at Xiamen University in Fujian Province.

However, the Shaanxi admission office has displayed a lack of flexibility in dealing with Sun's case Zheng said. Universities with independent recruitment policies should have more room for selecting students, she said.

"Talent is not easy to discover. It's the universities not the admission offices which recognize that talent," she said.
