It added that existing regulations on employment discrimination are inadequate and lack details on penalties for violations. "When the work related discrimination occurs, it is hard to find the corresponding law," said Liu Kang­mai, deputy director of NCAIDS.

The Ministry of Health said Monday that 70 percent of newly reported HIV infection cases originated from unsafe sex. Earlier, more people reported they were infected through blood transfu­sions, and the disease was confined to minority groups, such as gays.

"The HIV and AIDS related employ­ment discrimination will only get more serious in the future," Yu said.

The report suggested that the health requirements for civil service and police jobs should be revised.
