The ministry said all public institutions must document the amount of vehicles, vehicle models, prices, engine volumes, management and operation cost.
Since the launch of a national campaign last year, the number of cars owned by central party and government departments has dropped by 35 percent.
As of June, about 199,600 government vehicles nationwide were found to have not been purchased or used in accordance with the current regulations.
The ministry said the move aims to collect information about how public institutions are using government vehicles in order to manage them better. All public institutions should conduct surveys of and document their public vehicles themselves.
Zeng Kanghua, an expert from the Central University of Finance and Economics in Beijing, said the move was the next step in the national campaign initiated to cut public spending on government cars. The parameters of government cars for public institutions should comply with the national regulations, he added.
