The Chinese Premier Li Keqiang earlier this year referred to a new type of urbanization – "people-orientated urbanization," – which will ensure the prosperity of the people, and support China's growth. Li's remarks reflect the Chinese government's determination to promote social and economic development through sustainable urbanization.

Premier Li's "people-orientated urbanization" can be understood as looking out for the basic needs of citizens as the country develops. These basic needs include employment, transportation, housing, access to basic social services, and security for urban citizens. It also covers protecting the livelihoods of migrant workers, especially those who are living in informal settlements, or shantytowns.

According to Clarke, China's leaders have also called for "ecological civilization" development to minimize the negative impacts of industrialization and urbanization. This concept stresses "respect" for nature instead of a "conquest" over it, and promotes an ethical basis for man and nature to exist in harmony.

"The principle of ecological civilization should be integrated into the process of urbanization. We should take an intensive, smart, green and low-carbon path to urbanization" said Wang Weiguang, President of CASS, at the launch of the UNDP joint report.
