当前，中非关系正站在新的历史起点上。今年3月中国国家主席习近平把非洲大陆作为首访地区，用“真、实、亲、诚”四个字概括了新形势下的中非关系，并指出中方发展对非关系的力度不会削弱，只会加强。促进新形势下中非卫生合作，是中非友好关系发展的必然要求，也是维护中非人民健康的共同目标和责任。中国愿与非洲全面落实中非合作论坛第五届部长级会议成果，继续深化卫生领域合作，为双方交流合作注入了新的活力，不断满足人民日益增长的健康需求和期盼。为此，我提出以下几点倡议：

China-Africa relations are now standing at a new historic starting point. In March this year, President Xi Jinping visited Africa on his first overseas trip. He described China-Africa relations in the new era with four key words – "sincerity, real results, affinity and good faith", and pointed out that China will only strengthen, not weaken, its commitment to growing relations with Africa. Under the new circumstances, to enhance China-Africa health cooperation is not only an essential condition for the growth of our friendly relations, but also a concrete step to fulfill our common mission and responsibility of protecting people's health. China is ready to work with Africa to fully implement the outcomes of the Fifth FOCAC Ministerial Conference and deepen cooperation in the field of health so as to inject new impetus to China-Africa relations and meet the growing health needs and demands of our peoples. In this connection, I wish to make the following proposals:

第一，推动实现千年发展目标。未来两年是实现联合国千年发展目标的关键阶段。卫生指标是千年发展目标中的关键内容，中国政府愿同非洲国家一道，在中非合作论坛的框架下，实施“非洲人才计划”，培训非洲国家医生、护士、公共卫生人员和管理人员3000名，提高非洲国家卫生发展能力。派遣500名妇幼专家，帮助非洲国家降低孕产妇死亡率、婴幼儿死亡率；支持10所中国医院与非洲医院“结对子”，提高防控艾滋病、疟疾以及其他重大疾病能力。

First, work for the attainment of MDGs. The next two years will be a crucial period for the realization of the MDGs. Health is a key component of the MDG agenda. The Chinese government is willing to work with African countries to implement the "African Talents Program" under the FOCAC framework, and help African countries train 3,000 doctors, nurses, public health workers and administrators, and build capacity for developing better health services. We will send 500 maternal experts to help African countries reduce maternal and infant mortality rates, and support ten Chinese hospitals to establish partnership with their African counterparts to enhance their capacity for the prevention and control of HIV/AIDS, malaria and other major diseases.

第二，继续开展惠及民众的卫生项目。中国政府未来三年将继续向非洲派遣1500名医疗队员，积极开展免费白内障手术“光明行”活动。帮助非洲建立区域性医学中心，继续为中国援建的医疗设施提供支持，提升医院和实验室的现代化水平。创新援外医疗工作方式，推进建立长期派遣与短期支援、医疗队派驻与支持非洲医务人员来华培训，以及临床服务和医学教育、卫生政策支持相结合的多元化、多途径合作机制。

Second, continue to implement health programs to the benefit of the people. In the next three years, the Chinese government will send 1,500 medical workers to Africa, and carry out the "Brightness Action" campaign to provide free treatment for cataract patients. We will help Africa build regional centers for medical studies, continue to support the medical facilities we built for African countries and improve the modernization of hospitals and laboratories in Africa. We will explore new ways of providing medical assistance to foreign countries, and develop a multi-format, multi-channel mechanism for cooperation, combining long-term and short-term assistance programs, integrating efforts of sending Chinese medical teams to Africa and hosting training courses for African medical workers in China, and providing both clinical services and support in medical science education and health policies.

第三，提高非洲医药产品可及性。中国有适用的设备、药品和疫苗生产技术和经验，可以极大地降低相关产品的价格，提高医药产品的可及性。中国政府鼓励中国医药企业与非洲企业加强务实合作，推动防治艾滋病、疟疾等重大传染病相关药品、疫苗的生产和技术转让，提高非洲国家自主发展能力，进一步造福非洲人民。

Third, improve the accessibility of medical products in Africa. China's applicable technologies and experience for the manufacturing of medical equipments, drugs and vaccines can significantly reduce the costs of the relevant products, and improve their accessibility in Africa. The Chinese government will encourage Chinese pharmaceutical companies to strengthen result-oriented cooperation with African companies, promote the production and technology transfer of the drugs and vaccines used in the prevention and treatment of HIV/AIDS, malaria and other major communicable diseases, and enhance the self-development capacity of African countries to create more benefits for the African people.

第四，加强在全球卫生治理中的协调。中国政府愿同非洲国家深化在世界卫生组织等多边机构中的合作，推动国际卫生资源朝着更加公正合理的方向发展，共同应对新形势下的全球卫生挑战。我们将积极探索与世界卫生组织、联合国规划署等国际组织协同行动，共同支持非洲卫生发展的新举措和新倡议。

Fourth, strengthen coordination in global health governance. The Chinese government is willing to deepen cooperation with African countries in the WHO and other multilateral forums, push for more equitable and reasonable sharing of international health resources, and jointly manage global health challenges in the new environment. We will explore ways to coordinate our actions with the WHO, UNAIDS and other international organizations and participate in the new initiatives and programs in support of Africa's health development.

第五，密切人文交流。人文交流是中非新型战略伙伴关系的重要支柱。中国将继续在中非合作论坛的框架下，扩大中非在卫生、教育、科技、文化、旅游等领域交往合作，将鼓励中国医疗机构、科研机构、大学、民间社团关注非洲、走进非洲，开展联合办院、学术研究、联合培养等工作，促进中非在传统医药领域的交流与合作，为中非卫生合作添砖加瓦，增进人民健康福祉。

Fifth, strengthen people-to-people exchanges. People-to-people exchanges are an important pillar of the new type of strategic partnership between China and Africa. China will continue to expand cooperation with Africa in the fields of health, education, science, technology, culture and tourism within the FOCAC framework, and encourage Chinese medical institutions, research agencies, universities and non-governmental groups to turn their eyes to Africa and jointly set up medical institutions, conduct joint research and joint training in Africa with their local partners, and promote exchanges and cooperation with Africa in the field of traditional medicine, so as to give a new boost to China-Africa health cooperation for the wellbeing of the Chinese and African peoples.

当前，13亿多中国人民正致力于全面建成小康社会，努力建设健康中国，实现中华民族伟大复兴的中国梦。10亿多非洲人民正致力于实现联合自强、发展振兴的非洲梦。而健康梦则是实现中国梦和非洲梦的重要组成部分。中国愿与非洲朋友一道，秉承中非友好合作传统，致力于构建更加富有成效、更多经验技术交流的新型卫生合作关系，传播中非人民友好正能量，实现中非健康共赢。我坚信，在双方共同努力下，中非卫生领域的合作必将迎来更加美好的未来。

Ladies and Gentlemen,

The over 1.3 billion Chinese people are now united in building a moderately prosperous society in all respects and a healthy China, and realizing the Chinese dream of the great rejuvenation of the Chinese nation. In the meantime, the over 1 billion African people are also endeavoring to realize the African dream of seeking strength through unity and achieving development and prosperity. The dream for a healthy life is part and parcel of the Chinese and African dreams. China is ready to work with our African friends, carry forward the tradition of friendship and cooperation, and develop a more productive relationship of health cooperation with increased exchange of experience and technologies, so as to pass on the positive energy of China-Africa friendship and deliver win-win results through China-Africa health cooperation. I am convinced that through the joint efforts of the two sides, China-Africa health cooperation will embrace an even brighter future.
