| Robert Glover first came to China in 1996 on a research visit and saw quickly that rather than looking at problems it was the solutions to the problems that were the better approach. With twenty years experience as a UK social worker he saw how he might be able to use his professional training to support disadvantaged children, in particular orphaned and abandoned children. |

| In 1998 he founded "Care for Children" and moved to Shanghai with his wife, Elizabeth, and their six children, to work in partnership with the Shanghai Civil Affairs on a family placement project. Funded by the Department for International Development, 500-orphaned children were placed from the institution into local Shanghai families in the first model of best practice in China. |

| Following an invitation form the Ministry of Civil Affairs, he and his family moved to Beijing in 2003 to work in partnership with a national project throughout China with projects now in 28 provinces and training nearly 300 social welfare institutes. A vision for "one million children" was born. |
