A new draft of the Law on Social Insurance was submitted to the Standing Committee of the National People's Congress Tuesday.

Issues ranging from the pension insurance standard, uncertain medical insurance for people being treated at home, and doubts about personal information security in the social insurance system have been the center of primary concern in the discussion.

The social insurance system is a concern for most people. From pension insurance coverage to the medical and unemployment insurance standards, the social insurance system has a profound impact on ordinary citizens.

In recent years, however, the uncertainties in the existing social insurance system brought confusion and inconvenience to the masses.

For example, it is inconvenient to get people's medical insurance if they are not treated in the city where their social insurance is paid. There is not a clear definition or solution to this problem in the previous system, which resulted in massive financial losses for many Chinese.

The doubts and confusion regarding medical, pension, supervision and other areas of the insurance system have been increasing the public's uneasiness and undermining their expectations of future services.

China's economy has been on the rise for decades, which has brought modernization to the nation. However, the sense of insecurity and instability has not seemed to disappear with the rapid development.

Part of the reason lies in the non-effective mechanisms of the social insurance system. The ambiguity and confusion from the people working in the system are breeding doubts and insecurities among the users of the system.

Without a high level of transparency and certainty, people are afraid to invest in the future, as they could have done if they were covered by a highly functional social insurance system.

Economic reform and creative development relies on a relaxed social atmosphere. It takes risks by people daring enough to start their business and invest money in the future, and a good social insurance system is a prerequisite.

During this time of transformation, reinforcing confidence in the future and reassuring citizens of the strength of the social network will help foster innovation in China.

A comprehensive social insurance system will greatly promote a rational and placid general social mood.

This is where China can take advantage of its big government with its strong execution and coordination abilities to give the public a more worry-free social security network.
