"China has provide the world another choice" A Kenyan expert assessed the Chinese People's Congress system like this during this year's NPC and CPPCC.
He said that African countries should study the institutional system of China carefully and learn experience from it.
Democracy has no uniform model or unique form. History and reality tell us repeatedly that "Separation of Powers" and multi-party system are not inherent democratic choices. We should not and cannot worship the West blindly and forget this piece of land under our feet.
To China, the ancient and modern oriental giant, the National People's Congress system meets the requirement of Chinese people, reflects the oriental wisdom, and has played an increasingly greater role in China's political life and national governance. It attracted more and more attention from the world and gradually been recognized by the world.
This system has great advantages as well as strong vitality.
In terms of institutional arrangement, the National People's Congress system reflects and protects "all power belongs to the people" which indicates that Chinese people play a role as the master of the country.
Regarding system implementation, the deputies to the NPC are from the people, know the public opinion well, collect people's wisdom and protect people's rights. They govern the country according to people's will and protect all rights and interests of the people.
Talking about system development, the National People's Congress system is full of energy and vitality. With the progress of the times, this system is constantly adjusted and improved according to the will of the people.
Over the past 58 years, the National People's Congress system has kept pace with the times. In 2005, the NPC and its Standing Committee held the legislative hearing for the first time, which put forward the personal income tax threshold. In 2011, special inquiry became a routine supervision of the Standing Committee of the National People's Congress. During the year of 2011 and 2012, the proportion of deputy from urban and rural areas equals for the first time.
The National People's Congress system is the right democratic political system that goes well with China's conditions.
