Hainan submits service industry plan to central gov't

Hainan has submitted an outline detailing the specific measures it will take to build its service industry to the National Development and Reform Commission for approval, Hainan Vice Governor Jiang Sixian said on March 8.

The outline is a supplemental draft to the island province's master plan – already approved by the State Council – to modernize its service industry, which it hopes will account for 60 percent of its economy by 2020.

Hainan recently kicked off a massive project to transform the island into an international tourist destination and wants to boost its services to help attract more visitors.

The outline does not include policies on two major proposals, departure refund tax and duty-free items. Jiang said any policy on them will be issued by the Ministry of Finance.

The outline is expected to be approved by the end of March or early April.
