For the promotion of Hainan Island as an international tourist destination, the local government of Ledong in Hainan decided to integrate Ledong's coastal resources and resources of the Li ethnic group's culture to build the county into a coastal tourism resort.

The local government and British PA Consulting Group commissioned by Hainan Real Estate come up with a development plan, which includes projects related to surfing, coastal communities, and a conference and exhibition center.

The Ledong Conference and Exhibition Center will aim to grow 20 percent annually in the conference and exhibition market. Coastal communities will be built into destinations for family travel. The Global Village will present world customs to domestic tourists. Domestic and international surfing competitions will be held in the surfing zone.
