The year of 2011 is the first year for the implementation of the 12th Five-Year Plan of China and the first year for a new-round Western Development. By giving full play to the role of Western China International Fair (WCIF) as a platform for summit diplomacy, a platform for investment promoting and a platform for trade cooperation and highlighting its function in promoting the West-to-West Cooperation, East-to-West Cooperation and Domestic-to-Overseas Cooperation, the highly-improved and well-organized 12th WCIF will be of specific significance in promoting the opening-up and development of the western region and in fostering a fast and good economic development of this region.
The Deng Xiaoping Theory and the "Three Represents Theory" will be the guiding theories; the Several Opinions on An In-depth Implementation of the Western Development Strategy of the State Council will be put into good practice; the spirit of the Fifth Plenary Session of the 17th Central Committee of the CPC and the Central Economic Working Conference will be strictly followed; the opportunities from the new-round Western Development and the accelerated transformation of the economic development pattern will be seized, under the theme of "Leading International Cooperation, Exploiting Market Space", to enhance the concept for mutual sharing and mutual benefits from joint-effort organization, to highlight the international, professional and market-oriented development, to focus more on the achievements of the investment and trade cooperation and to establish the biggest portal and most significant platform for the opening-up and development of the western China.
This WCIF strives for making breakthroughs in summit diplomacy and new achievements in investment promoting and trade cooperation. Officials from global developed economies and emerging economies and icons from major international organizations have been invited. The WCIF has played an active role as a carrier of domestic and international industrial transfers and to promote the contract signing of significant investment projects. Great efforts have been made to invite professional businessmen, strengthen trade matching and maximize the trade results.

The 12th WCIF is sponsored by the National Development and Reform Commission, the Ministry of Commerce, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Agriculture, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the National Tourism Administration of the People' s Republic of China, the Overseas Chinese Affairs Office of the State Council, All-China Federation of Industry & Commerce, the Chinese People's Association for Friendship with Foreign Countries, China Council for the Promotion of International Trade, the All-China Federation of Supply and Marketing Cooperatives, Chongqing Municipal Government, Sichuan Provincial People's Government, Guizhou Provincial People's Government, Yunnan Provincial People's Government, the People's Government of the Tibet Autonomous Region, Shaanxi Provincial People's Government, Gansu Provincial People's Government, Qinghai Provincial People's Government, the People's Government of the Ningxia Hui Autonomous Region, the People's Government of the Xinjiang Uygur Autonomous Region, the People's Government of the Inner Mongolia Autonomous Region, the People's Government of the Guangxi Zhuang Autonomous Region and Xinjiang Production and Construction Corps, under the support of the Ministry of Foreign Affairs and the organization of the Sichuan Provincial People's Government.
The Organizing Committee of the 12th WCIF is consisted of the members from the sponsors (organizers and supporters). Liu Qibao, secretary of the CPC Sichuan Committee, Jiang Jufeng, Sichuan governor, as well as officials from relevant state ministries and commissions and western provinces (autonomous regions and municipality) and Xinjiang Production and Construction Corps, work as the directors of the Organizing Committee; Wei Hong, member of the Standing Committee of the CPC Sichuan Committee and executive vice governor of Sichuan Provincial People' Government, work as executive deputy director; designated officials from relevant state ministries and commissions and western provinces (autonomous regions and municipality) and Xinjiang Production and Construction Corps work as the deputy directors; Gan Lin, vice governor of Sichuan, works as executive director.
The secretariat of the Organizing Committee is located at Sichuan Bureau of Expo Affairs.
