66 of the plan's projects are related to public services, including education, medical treatment and social insurance, with an investment of 50.3 billion yuan (US$8 billion), accounting for about 13 percent of the overall total.

The government will build 48 primary and middle schools, as well as ten hospitals in the city's southern area. Each of the five districts will have at least one non-profit institution for the elderly with 400 or more beds available.
