He admired British ability to lead the world in change, saying Britain shows determination and courage admired around the world.
Sarkozy said International Monetary Fund (IMF) and World Bank are not strong enough and need to be reformed. "The G8 should open itself up to other countries," he added.
The French president said France and Britain need to "put an end to Iran's nuclear ambitions".
Sarkozy said Europe can not be built successfully without Britain. He also called for new immigration policy for Europe, saying a Europe-wide immigration policy is needed.
The French president also announced France will commit more troops to Afghanistan.
Sarkozy arrived in London earlier Wednesday for a two-day state visit to Britain.
