We shall continue to develop advanced culture and make it prosper. We should strengthen civic morality, advance cultural and ethical progress, tell better Chinese stories and spread better voices of Ningxia. We shall strive to publicize core socialist values and continue to establish more standardized cultural centers in towns, cultural courtyards in villages and install more public sports facilities. We shall present more distinctive cultural works and build up more renowned cultural brands in minority group regions. We shall enhance the protection of intangible cultural heritage and carry out the world cultural heritage application of Western Xia Imperial Tombs and the Ningxia Section of Silk Road. We shall also hold various physical fitness activities, especially the 8th Ningxia Minority Group Traditional Sports Meeting.

We should explore innovative social management modes. We shall strengthen the establishment of social credibility system and create an honest social environment. We shall improve the management and service capacity of grassroots units and promote the legalization of complaint letter and request handling. We shall strengthen online supervision and purify the network environment. We shall establish a sound food and medicine supervision system and the quality safety retrospective system. We shall fully implement the responsibility system for safe production and resolutely prevent the occurrence of major and very serious work-related accidents. We shall strengthen the crime prevention and control system, crack down all kinds of crimes to guarantee a peaceful living environment. We should also complete foreign and overseas Chinese affairs, protection against and mitigation of earthquake disasters, statistics, meteorology, social sciences, undertakings for disabled people and the Red Cross affairs. We shall comprehensively implement the Party's basic policy on religion, strengthen administration on religion affairs, maintain the current harmonious relations among religions, and promote unanimous progress of different minority groups to create a solid and harmonious social environment.

VIIII. Enhancing Law-based Administration of Governments at all Levels and Advancing the Rule of Law

We shall firmly establish the idea of rule by law and implement law-based administration comprehensively. We should strictly carry out the index system for the government administration based on the rule of law to fulfill our liabilities in a lawful way. We shall strive to build a law-based government featuring scientific functions, legalized responsibilities, strict law execution, openness and justice, honesty, integrity and high efficiency. We shall make administrative policies in a scientific way. We should abide by decision-making regulations and follow the scheduled procedures, including the public’s participation, specialists’ demonstration, risk assessment, legality censoring and group discussion, when governments issuing policies. We shall enhance government think tank construction and complete decision consultation system. The quality and efficiency of government legislation should be improved. The accountability and retrospective system for important decision making should be established to clarify the process with detailed records. We shall make supervision and restriction public. We should seek to accept the legal and working supervision from the local People’s Congresses, the CPPCC local committees, the local Communist Youth League organization, the local Women’s Federations and some other mass organizations. We shall strengthen government inner supervision on law enforcement, efficiency, anti-corruption and administration. We shall implement the qualification administration system for law enforcement officers and the responsibility system for administrative enforcement of law. The law enforcement should be carried out more by the grassroots units. We shall make government affairs public, especially the fiscal budget, public resources allocation, key projects approval and development of public welfare undertakings.

We shall continuously improve the Party’s style of work. We shall fully implement the CPC Central Committee's Eight Rules on improving Party and government conduct and firmly oppose formalism, bureaucracy, hedonism and extravagance. We shall deepen reforms on projects construction, tendering and bidding, land grant, and government procurement and truly institutionalize powers. We shall enhance clean politics education, firmly establish thrifty awareness and strictly control spending on official overseas visits, official vehicles, and official hospitality. We shall investigate and treat all kinds of cases against the law and Party discipline. We shall deduct the number of documents and meetings and effectively control the awarding and festival activities to create a cleaner social environment.

Fellow deputies, arduous tasks lie ahead, and we should seize the opportunity to achieve more breakthroughs. Let us hold high the great banner of socialism with Chinese characteristics, rally closely around the Party Central Committee headed by General Secretary Xi Jinping. Under the leadership of the CPC Ningxia Committee, we shall endeavor to complete all the targets and missions set in the 12th Five-year Program and make contribution to turning China into a moderately prosperous society in all respects in 2020. With all these efforts, we can surely realize the Chinese Dream of rejuvenating the Chinese nation!
