The Ningxia Hui Autonomous Region will enhance scientific and technological innovation, attract more talents and accelerate industrial transformation and upgrading in the period of the 13th five-year plan (2016-2020), according to the recently planning proposal released by the provincial government.

The proposal put forward that the strategy of development driven by innovation will be implemented in Ningxia focusing on scientific and technological innovation. Ningxia plans to establish Scientific and Technological Innovation Pilot Zone together with cities along the Yellow River so as to accelerate the marketization of scientific achievements. The system of talents attraction, nurturing and flow will be innovated to foster more leading talents, high-caliber managers and technicians.

The director of the department of science and technology of Ningxia Hui Autonomous Region said that some 100 high-tech enterprises and 1000 scientific SMEs is expected to be fostered from 2016 to 2020.
