China's Ministry of Commerce on Wednesday released an evaluation report on the investment environment in the country's national-level economic and technological development zones for 2010.
A total of 90 national-level development zones were included in the evaluation, 36 of which were newly upgraded. Tianjin topped the rankings for the 14th successive year, followed by Suzhou and Guangzhou.
The ranking was based on eight indices, including comprehensive economic power, technological innovation environment and infrastructure construction capabilities, followed by development and efficiency, human resources and social responsibility and management system construction. The categories with smallest disparities across development zones were management costs, environmental protection, energy conservation and emissions reduction.

Established in April 1993, the Hangzhou Economic & Technological Development Area covers an area of 104.7 square kilometers with a population of 400,000.
Information technology, biomedicine, equipment manufacturing, and food and beverages are the four main industries in the area. In 2010, the industrial output value of HEDA reached 132.86 billion yuan (US$20.79 billion), and its total trade volume was US$7.99 billion, ranking it among the top 10 development zones in terms of comprehensive economic power.
A total of 33 transnational companies from seven countries and regions among the Fortune Global 500 last year invested in 65 enterprises in HEDA. A great number of well-known transnational companies including Siemens, LG, Panasonic, Toshiba and Mitsubishi established their production bases here.
HEDA is committed to establishing an international manufacturing base, a modern college town and a garden-style ecological center. It makes great efforts to develop high-tech and emerging industries such as IT, modern medicine, new energy, new materials, modern logistics, and financial services.
