At a ceremonial opening of the 2005 legal year Thursday, Hong Kong Secretary for Justice Elsie Leung said that in an open society governed by the rule of law, controversial issues and constitutional challenges are inevitable. She noted that interpretations of the Basic Law in the past seven years had set precedents that are valuable to the government, the legal profession and the community. |
